In the 1920s, some American cities installed “traffic towers”—elevated platforms where officers could see intersections from above—but the innovation failed because drivers simply couldn’t see the officers’ hand signals from street level, forcing cities to abandon the towers and return to ground-level traffic control before electric signals finally solved the problem in the 1930s.
